rating popularity
I agree with Buzz that the rating system would be subjective popularity. Do I need to be "warned" about the poster or can I find out by myself relatively easily?
I like the POM as a break in the debate to look at the style of a poster, and perhaps to aspire to making good, fair, concise posts.
As noted the POM are open for nominations from anyone. Perhaps one could try to nominate posts of people they have debated with?

Members should be able to recognize topics and messages that are not worth much if any reply. Maybe they actually do, but they sure do seem to still love to pile on the replies.
I don't think a rating system would have any influence.

You're asking people to refrain from posting at a board where a failure to respond is universally considered a forfeit.
Can you imagine a chess game where, in reponse to a move too stupid to even countenance, the grand master forfeited the game rather than savage his opponent? How does that make sense?

Ned, I`d like to see the Welcome include an indication to the great introductions to many sciences available here. I lurked spellbound for over twelve months delving deeper and deeper into many authoritative discussions which both enlightened and entertained me.Often I would wander afar chasing links before I headed back to EvC.While some of the regulars can get testy having to re-explain a subject just concluded,I take my hat off to the patience shown to an invader, arriving full of vim and vigour on a mission of conversion. Perhaps you could mention the rewards available to those of a calmer nature.

It's not the we-have-already-beaten-this-subject-to-death attitude that is in me when I come down hard onto an unsuspecting creo. Why am I so impatient with these people? The reason is very simple. I used to be one of them. Now that I have gotten out of the ditch, it makes me want to kick (edited to change spelling from kic to kick) my own arse everytime I see a reflection of myself in my brainwashed stage.
Anyway, I must admit that Ned has an incredible gift of patience for the less fortunate. I say we give him some kind of evctrophy.
