Paul had some of the *NT* and *OT* parchments; and his early writings though unfinished seemed *Bible* enough, even consistent with the books that followed: e.g.,
Romans (perhaps his last epistle) and Revelation.
Overall, I speculate that the Holy Bible and Scriptures differ slightly in meaning; but don’t want to strain knats or swallow camels on this rabbit trail.
You really think the apostle was referring to something other than the *scriptures* when he stated Christ’s death for our sins (AKA eternal sacrificial atonement) “according to the scriptures”, his burial, and his resurrection the 3rd day “according to the scriptures” (1Cor15.3).
Admittedly the sinful *natural man* in me is filled with scorn for the Bible, but another part of my being sees the Bible/Scriptures as impeccably perfect, timeless, indestructible, and extremely powerful beneficence.
