I'd have to consider environmental pollution as a possible culprit, especially after having read this report - Body Burden: The Pollution in Newborns - on the website of the Environmental Working Group.

A quote from the report:
Of the 287 chemicals we detected in umbilical cord blood, we know that 180 cause cancer in humans or animals, 217 are toxic to the brain and nervous system, and 208 cause birth defects or abnormal development in animal tests. The dangers of pre- or post-natal exposure to this complex mixture of carcinogens, developmental toxins and neurotoxins have never been studied.
The extent of contamination and the broad range of neurotoxic substances found in the study suggest it is a strong possiblity.

so how about what might be causing it. has anyone looked at other causes? how about prior parental drug use? environmental pollution? we have looked at genetics. most people don't buy that they might be at fault for their own problems.
What about diet and preservatives and "unnatural" added chemicals (HFCS)? We DO know that chemicals can have an effect on the development of the fetus regardless of genes. We DO know that smoking and drug use can have an effect on the development of the fetus regardless of genes. This is not some voodoo woo concept.
There is also a rise in diabetes and obesity ... DO we know that these diseases are occurring in the US more than in Europe, Japan, etc. - where the diet is different?

i haven't seen that there's any specific recessive gene discussion of this kind of stuff, and as far as i can tell, the shortage of developmental disorders in non-caucasians is due to underdiagnosis, not lack of cases.
