There's nothing sacred about the 300 post limit, but it seems to work very well for us. About the only time when threads are allowed to exceed this limit in any substantive fashion is when it seems like discussion is getting at least somewhat close to the end but isn't quite there yet.
Generally, though, a thread is either all talked out or is still in full swing. In either case the thread is closed, but in the latter case one of the participants also proposes a successor thread over at [forum=-25].
I haven't been following the thread, so if neither of the other moderators is following it either then one of the participants should let us know if they think they just need a little more time, in which case we'll leave it open for a while, or they need a lot more time, in which case we should close it so a new thread can take over. The fresh start often works really well, often gives a boost and a fresh perspective to discussions that have been ongoing for a while.

Sure. When the thread is closed just go ahead and submit the proposal for the successor thread. What is usually done is to provide a summary in a few paragraphs of the state of discussion of the predecessor thread, but sometimes circumstances point to some different approach.
