I occassionally see the chat link next to the "All Topics" link. However, most of the time it isn't there, and on the rare occasions when it appears it says the service is unavailable.
It's not like I really need to use it, but I'm curious as to why it's not working, and if it's just me having this problem.
I'm using Internet Explorer 8 on a Vista.

ABE: Apparently the Chat button appears whenever I'm writing a new message, but never otherwise.

The chat function is no longer operational. I'll remove the link that appears on message composition pages.
The chat function will eventually return. The original chat function was a for-pay service that I discontinued when the chat room ceased being used after the 2008 moderator restructuring. As the eventual goal is a product I cannot be dependent upon 3rd party software, so I will be implementing a native chat function. This is expected to be a significant effort and won't happen soon as I have no help.
