BUT, I can say that as long ago as April of 2008 Northrup Grumman's first quarter financial report showed a two billion dollar "restricted program" contract so it is certainly possible that by now there is a design

I'm not sure I'd say Buz is lying, only that just as with his refusal to admit that the Biblical Flood has been thoroughly refuted, he refuses to admit that the nonsense he posts about Obama is nothing but misrepresentation, innuendo and unsupported assertions.
You're right, for Buz to be lying he'd have to knowingly be passing on falsehoods. I''l retract my claim of Buz being a liar and just chalk it up to him being as ignorant on this topic as he is on almost everything else.
