I think you mean "more important than ever for the insurers". With no restriction on pre-existing conditions, and guaranteed insurance there is less incentive for customers to sign up BEFORE needing treatment. The suppliers are in the insurance business, not charities doling out money for medical care.

Then you should also consider the deadline on that. For the start of the system, and for people entering the system, after that.
And doesn't it make sense to tie that into the financial year ?
