That is exactly what happened. Five out of six clerks agreed to obey the law. A sixth assistant clerk, Ms. Davis son, said he would not issue licenses.

Of course you can counter scripture with scripture. The most famous example in the entire Bible is of Jesus citing Deuteronomy in response to the tempter citing Psalms 91.
Tempter: "For it is written, He shall give his angels charge over thee, to keep thee: And in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone."

Kim Davis refuses to allow her assistants to issue licenses because they have to do so in her name. Presumably now that she is in jail, her assistants will be able to issue licenses. And guess whose name is going to be on them despite her wishes to the contrary?

I consider it to be empty rhetoric.
I occasionally tell my wife that I would have gladly born half of her labor pains if such a thing were allowed. The Mrs. has always considered my offers to be completely empty. It is obvious that there is no way I could be taken up on them.
Under what circumstance would Huckabee ever be allowed to take another person's place in the slammer? Exactly none.
