Just to be clear, the slip was made the writer of the article and not by Coyote. Apparently the article did originally misquote the Congresswoman.

The Supreme Court ruled on this last week. The districts drawn by the Republicans and used in the last election were held to be unconstitutional.

I put TEXAS 2003 REDISTRICTING DEMOCRATS FLED STATE into the Google engine and all 10 hits registered.

There is no need. This incident is well documented, as is the fact that the Republicans did elect to redistrict in 2003 after the 2001 post census redistricting did not produce the desired results. The Supreme Court found that portions of the 2003 redistricting were unconstitutional. Currently the only thing that the Supreme Court will find unconstitutional is harmful race based redistricting. The court so far has not found partisan redistricting to be unconstitutional.
Justice Roberts has expressed a willingness to rule against partisan redistricting but says that there are no objective criteria on which to do so. I have no idea if he is sincere or not.
It is unclear exactly what issue NCE has with your post. Maybe he has an issue with you.
