I'm not going to be devil's advocate for thieves but that's an over-simplification. Security hurts (costs) all of us too. Drivers who speed, etc. hurt (cost) all of us too. Everything anybody does has consequences. The knowledge of good and evil is not a simple accounting.

Fixating on the cost of "moral" transgressions doesn't seem healthy to me.

I think the grid-tied, individual-house system may be a large part of "the answer". The current mega-grid system with only a few input nodes is too vulnerable even if the input nodes are nuclear.
