It's perhaps not a Showcase topic, but maybe....? Regardless, the Baker report is a recipe for disaster. We were faced with a possible Sunni/Shiite war, and now this plan could cause the Kurds to openly revolt and bring one of the few success areas with peace and relative prosperity into conflict.
A better plan, imo, would be to partition the nation into 3-4 nations. Check out the map in the link below.

1. One nation the Kurd and Kurdish mixed areas.
2. One nation the Shiite dominated areas in the south.
3. Probably make the Sunni dominated areas a nation.
4. Baghdad to be a separate nation consisting of Baghdad and the remainder of the nation with more mixed populations all the way down to the coast.
The Anbar province areas that are sparsely populated, we could just give to Jordan, and be done with it.
What we will most likely have acheived is removing huge swaths of the nation from warfare, or bringing it to a manageable kind. For example, there could well be Shiite warfare among themselves in the new Shiite nation, but we wouldn't be there since that would be it's own nation. We could withdraw. If the jihadis take over, then we could consider fighting that nation as one nation against another instead of trying to be a cop on the street.
The Kurds already have things under control and really don't need us that much.
There could be civil war in Baghdad and the new Sunni nation, but if we give Jordan part of western Iraq, the Jordanians could deal with whatever is there.
Basically, we could probably then just concentrate on helping the elected Baghdad government put down rebellion and stay out of the rest of Iraq.
