It would depend on the legal definition of 'harassment'.
If you could successfully argue that 'rape' is 'harassment', then yes - but I doubt that you could.
But it is a thin undefined line between 'harassment' and 'assault'.

The big point I was trying to make was that the Puglies are getting bolder and bolder with the shit ass crazy evil they are willing to sling around in the government.
Will anyone ever notice before it's too late? Will people actually say 'woah! this is going too far... you guys is outa here'? Or... will they tell their kids it's now okay to beat up the queers on the bus?

If you commit rape you are arrested for rape.
You cannot argue that rape is also assault and that you should therefore only be arrested for assault.
You cannot argue that rape is also harassment and that you should only be arrested for harassment.

I saw plenty of sexual harassment at school that was simply described as bullying, so I would expect that there was a good chance of making that plea.
That is the problem with bill - it not only allows people to continue to treat bullying as something 'natural' or 'unimportant', but it also gives people more reasons to justify it.
And the vague line drawn between bullying and assault remains untouched.

Well, if I understand correctly, the entire point of the bill was to allow such sexual harassment, particularly directed against gays and lesbians.
I mean, you have to make sure these wing nut children have the right to express their religious hatred of homosexuality... even if it means beating the shit out of someone who has done nothing wrong.

Don't know what's going on here, but in lots of cases one or the other legislative chambers will pass statement bills that probably won't be considered by the other chamber and which become null and void at the end of the current legislative session. Let's hope that this is one of them.
But lets expose the stink in the room as being an elephant. How is this law not directed at anything other than encouraging gay bashing?
