Poor analogy. A better one would be that you don't know how much money you had in your pocket, but you had recorded the serial numbers from some fraction of the bills that were there. When you look in your pocket later, you see that some of those recorded bills are missing. You then know, at a minimum, how much money might have been taken--but you can't get a maximum value.
I think* the article you cite is suggesting that were are greatly underestimating the number of species undergoing extinction.
