I think it is a great idea BUT that the rating should only be seen by the post author. I think it could be a great tool to tell an author how well he or she is doing.

I really think the Hall of Shame is a bad idea unless it was limited and qualified, for example, only people who have posts in the Hall of Fame could be in the Hall of Shame.

Don't rate the poster, rate the post only. Tie the rating to that single post only.
