Independent confirmation
I'm using IE 6.0 at work here.
Same here and it looks all broken up and 'dotty' for me too.

Re: Independent confirmation
I work in a Big Business. In order to upgrade from IE 5 took several years of planning and meetings and test cycles and business analyses and consulting and more testing followed by a carefully planned rollout strategies (which were of course, all studiously ignored in the end).
Having just begun the rollout phase to get onto Microsoft XP, I expect we'll see IE8 in about 2020.

Re: Independent confirmation
So you guys who work for Big Brother, are you blocked if you try to download FF, Chrome or Safari? If you can download them then you could still use IE for all work related websites.
Unfortunately, being as I work for a big financial - allowing us to install programs would be too big a security risk. I managed to work around their security once, but they closed that loophole and even trying to install third party applications results in pointed questions.
To date - they haven't figured out that I can ftp using the cmd.exe. However - I'm going to lose that ability soon since they are migrating us onto an even more restrictive setup of XP on which I don't even have read access for the local hard drive or desktop files!
