These feet were made for walking
Not just public transportation, but also your legs provide an excellent source of transportation. People can stand the walking too, or the bike riding as well.
It provides not only an alternative means of transport, but also, is a great way to stay healthy. More productive. You don't even need coffee in the morning!

It would 'hurt' everyone. Imagine all those poor people staying home more often because getting anywhere is a pain in the ass.
Poor people, if they happen to have a job, will find a way to get to work. They already do that.
This will hurt the middle class the most, especially the lower middle, who is already living beyond their means. They're the ones with the SUV's they can't afford and the boats they can't cover the gas on. They'll get hit the hardest.
The poor don't have boats to worry about.
