That was actually the king of Belgium,
Baudouin, or Boudewijn in Dutch. He felt he couldn't sign the bill regarding abortion, so for one day, he was declared unfit to reign. The bill got passed by the government (who, in absence of the king are head of state), and the next day he was reinstated.
