Actually, it is a person's responsibility to find out what the laws are when a person enters a country or area or State. I mean, in my country it is legal to have sexual relationships with any consenting person 16 years old or older. When I go to Saudi, it is illegal to have a sexual relationship with anyone who is not my legal wife.
So, yes, "ignorance of the law" is not an excuse. It's a lame excuse for people who are too stupid to even try basic research.
