It seems odd that you have different laws in different states when it comes to voting for your president.

to be clear, nobody is voting for president yet, that will come in November. Right now the parties are holding their own competitions to pick who will be their presidential candidate in November. The primaries are analogous to a party leadership conference in a parliamentary system.
