A light-hearted look at ...... litter.
Premise 1: Apes drop things when they are done with them
Premise 2: People drop things (litter) when they are done with them
Conclusion: People are apes.
This is not a learned behavior but evident in early childhood, thus it is an evolved trait typical of our evolutionary past rather than a learned trait from our recent past.
There has been no evolutionary advantage to change this behavior (typically in the past nobody lost their life or the ability to mate as a result of littering), so this behavioral trait is still the old evolved ancestral behavior.
Conclusion: we evolved from apes.

as I pointed out in Message 57 the evidence seems to be that humans are but a less intelligent and devolved ape.

I have seen it
When I moved from Alaska (in 2000) to Louisiana we noticed a huge difference in litter attitude. First, litter is everywhere around towns, and second attempts to establish litter laws have been futile (in Lafayette Parrish at least, but saw the same all around).
So one day while walking out of an Albertsons I watched a man, his wife, and two kids in the parking lot and three of them tossed their drink cups in the middle of the lot. So I walked up and told the father that maybe it would be best if they all (he was one of the offenders) put their garbage in the trashcan conveniently located nearby. He went into psycho mode and jumped into my face yelling, calling me names, and threatening me. I tried to be polite (we are all polite primates when a bigger one is threatening!) and told him that if he lays one hand me I am calling the police and he is going back to jail. They all left. I suspect he either had warrants or was on probation, because the 'J'-word made him flee
They did not pick up their mess but I also avoided getting my ass kicked OVER LITTERING. It seems to me that litter laws are almost un-needed in an intelligent society. Unless we are monkeys. Growing up on the West Coast we were conditioned from childhood to put trash where it goes. I would never think to throw my garbage out a car window or in a parking lot. My two-cents worth. (conclusion: many of our species are apes in that aspect of behavior)

This reminds me of an incident at a large international scout camp held here in Ontario some years ago. I gather that some American scouts, I don't know where in the US they were from, were observed littering. Other scouts from various countries took them to task, much to their puzzlement.
So, the littering habit isn't anything like universal. Maybe it occurs where individualism triumphs over community spirit.
An interesting thing is that the litterers are sometimes aware of this. At a parade in Toronto, a visiting American child was about to discard some litter, but her parent told her that "People don't do that here.".
I forget my sources for these incidents. They're just part of the amazing miscellany that lodges in one's memory.

Exactly what provoked this thread.
When I moved from Alaska (in 2000) to Louisiana ...
I too have noted that it is worse (imho) in the south. We used to live in "Messyssippi" and there was even a road on the outskirts of town that was used by everyone to dump dead appliances. Miles of them. It was on my way to work. Scenic.

Ah yes, on the litter topic . . . my daughter looks at the rubbish on the sidewalks and the streets and says that people are litterbugs and they should take their bottles to the bottle bank rather than smashing them on the sidewalk etc. She's evolving I think

I've always thought that the litter should be picked up and sorted by company creating the product, and then tax them for the service of disposing of their trash. They created the opportunity eh?

I grew up in the days when "Don't be a litter-bug" was the slogan.
Once, when I was about twelve, I was out at the lake with a church youth group. We were eating oranges and many of us were horrified when the group leader threw his orange peels over his shoulder into the bushes.
"They're biodegradable," he explained.
Littering among apes is "okay" because their litter is biodegradable. Unfortunately, we've carried over the habit to our "unnatural" litter. (Ironically, the products are designed to wear out quickly but the litter is practically indestructable.)

That's why the behavior evolved -- there was no selection advantage\disadvantage to not littering.

We need to create an artificial selection-advantage/disadvantage.
We've had the disadvantages for a long time: fines, frowning disapproval. We've been slower in making reduce/reuse/recycling advantageous.
Where I live, you can haul your recyclables halfway across town to the Bluie Bin (people without transportation are out of luck) OR you can pay to have a truck come and pick them up. That's hardly an "advantage".
I'd say the carrot-and-stick approach needs more carrot.
