Local Option
Tanypteryx writes:
Under the new law, cities and counties can vote to bar marijuana producers and retailers from operating there in some cases, until a local election can be held to decide the issue. According to the Oregon Liquor Control Commission, 24 cities and nine of the state's 36 counties have enacted bans.
I wonder if their bans will go away once they see tax revenues spike in the "Pot Counties"?
According to what has already happened in Colorado, I would say many, if not most of these bans, will be lifted within the space of a year or two. For example, several communities such as Montrose and Walsenburg took a wait and see attitude at first, but now have one recreational dispensary each. Trinidad is an even more stark example. The mayor fought against recreational in 2012, yet in 2014 they had 5 rec dispensaries. After all in general conservatives may hate logic and empathy, but they love money far more -- just as much as they love Jesus while rejecting virtually anything he supposedly said.

In my experience (US Army intelligence 1984-1987), a few hits on Friday did not show up Monday or Tuesday despite being fat-soluable. Instead many soldiers did hallucinogenics and/or cocaine because being water-soluable or almost untraceable, it eluded the piss detectives.

I hope that will happen. I'm not sure whether there is a store in Sweet Home.

Sales Exceed Expectations
If It Were A Movie, 'Oregon Pot' Would Be No. 4 At The Box Office
Estimates of the first week's sales are $11 million.
Part of the reason for these high sales may be that there is no tax until January 2016, so right now the price is discounted. In January, the 25% state tax kicks in.
I am hoping that cities and counties that do not allow sales will not get a share of the tax revenues.

Don't touch my bags, if you please, Mr. Customs Man
Back in April, Michele Leonhart, head of the Drug Enforcement Agency, resigned, reportedly under pressure after openly criticizing the Obama administration for its willingness to allow states to formulate their own marijuana policies. Despite the clear will of the White House, Congress and the affected states, she directed aggressive enforcement efforts against medical dispensaries.
In response, Congress passed a budget provision last year forbidding the Justice Department to use federal funds to "undermine" state medical marijuana programs; DOJ decided that only meant they couldn't interfere with the states' activities in creating and administering such programs; dispensaries and their owners remained fair game for raids and prosecutions.
Now that also has been put to rest:
Medical Marijuana Dispensaries Win Battle Against Federal Crackdown
quote:
Medical marijuana dispensaries scored a major win on Monday when a federal judge ruled that the Department of Justice cannot prosecute legal providers of medical cannabis.
In his ruling, Senior District Judge Charles R. Breyer lifted an injunction against a California dispensary, the Marin Alliance for Medical Marijuana, and its founder, Lynette Shaw, ruling that a budget amendment Congress approved last year requires the federal government to respect state marijuana laws. The DOJ is thus precluded from criminally prosecuting organizations like MAMM that comply with state regulations.
It is instructive to observe the institutional resistance to marijuana reform, despite the change in direction by political leadership, and to suppose that significant social change now requires action from all three branches of government, as well as the public.
Without public support, Obama would have lacked political cover for his cautious "experiment"; both criticism in Congress and the budget provision of 2014 were needed to remove one defiant bureaucrat and to rein-in the DOJ--and a federal court still had to jerk the reins even harder.
All that makes Obamacare's existence seem like a miracle, and this country increasingly ungovernable.

Next up -- Canada.
Legalizing marijuana, also needs to legalize Hemp so it can be use to make paper, cloth, fuel, medicines.
New Canadian Prime Minster Plans to Legalize Marijuana | HuffPost Latest News
quote:
Last night, Canada voted in Justin Trudeau's Liberal Party in a general election -- a move that will have outstanding implications for drug policy reform in the country.
The election puts an end to Conservative Party Prime Minister Stephen Harper's nine-year rule, which was marked by a repressive approach to drugs, including a commitment to rolling out mandatory minimum sentences, pushback to effective supervised injection sites that reduce the harms of drug use, and strong opposition tomarijuana reform. In contrast, the Liberal Party has promised to legalize and regulate marijuana and Trudeau has expressed support for harm reduction and the expansion of supervised injection sites across the country.
If Justin Trudeau and the Liberal Party follow through with their promise to legalize and regulate marijuana, Canada will become the second country in the world to have legalized all aspects of the marijuana market - including production, sale and consumption - following Uruguay's historic move to do so in 2013. In the United States, Colorado, Washington, Oregon, Alaska and Washington D.C. have legalized marijuana, with more states set to vote on regulated marijuana in 2015 and 2016 elections.
May need to renew my Canadian affiliation ...

I've always thought of Canada as the relatively saner, kinder and gentler America to the north.
I hope Harper's decade will prove an aberration from that fundamental good sense, as I hope our own reactionary rabies will subside. I feel more optimistic about Canada.

I was active duty in the 70s when the piss tests began. They were primitive and loosely administered--we'd be herded into latrines en masse to fill tubes unsupervised, and freely asked for and freely received donations from non-indulging friends. The tests are much more sensitive now--a frequent user will test positive well past the 30-day abstinence once accepted as gospel.
We had an Army Intelligence training center at my last stateside posting. Our Combat Engineer chess team defeated them in the post chess team tourney.
Good thing, too. Our colonel was proud to bursting, and I had need of his indulgence later.

First Fines
Oregon fines Portland marijuana dispensary for multiple violations related to product giveaways
I'm always in the wrong place at the wrong time.
I have not bought any pot in Oregon yet, but I did get a vaporizer gadget. A while before the Oregon legalization a friend picked up some in Washington for me. It is pretty good.
I guess I should buy some here before the end of the year when the tax kicks in and the prices go up.
It will be interesting to see if sales drop off after the tax man comes.

Re: medical marijuana and thrips
Things move slowly with me but I do have a report. Finally got a few sticky traps up and one of them had seven thrips on it today.
The others are where I can't see them easily and I don't want to remove them just to look at them yet.
Edited by Faith, : No reason given.
