In which case they are probably reporting aircraft flares from combat training maneuvers, as was the case you are probably refering to in Pheonix in (I think) 1996.
Several months ago a large solar flare impacted the Earth's magnetic environment generating northern lights across the northern US. 911 operators around the country were flooded with concerns that the auroral display might be "some kind of terrorist thing". After the Northridge earthquake in LA the power was knocked out for several hours in certain areas and people started making 911 calls about the "silver cloud" in the sky, wanting to know if it had caused the earthquake. That "silver cloud" was the Milky Way, something most of those people had never even seen before.
My point is that the general public is not capable of determining what "should" be in the sky and what isn't, and a bunch of 911 calls doesn't mean that what they are seeing is a bunch of troublemakers from Zeta 2 Reticuli.

I may be wrong on some of these facts but to the best of my knowledge these are correct.
The military admitted they released flares at approx 9:30 pm near the Gila Bend bombing range which is 75-80 miles SW of Phoenix and would have been 45 minutes after the lights had been originally reported.
The lights were first spotted in Henderson Arizona were seen traveling south towards Paulden AZ. Roughly 1 min later they were reported in Prescott Valley 30 miles away and then appeared over Phoenix for 4-5 minutes hovering over an intersection.
There may be a very good logical explaination for the lights seen that night but I have yet to hear one.

...which means that you don't know the explanation.
It is a VERY large leap to then go to "Musta been ALIENS, Vern!"

No, I don't have an explanation.
I don't know what was going on.
Eyewitness testimony of lights in the sky doesn't indicate anything. Hell, there are lots of UFO reports of bright lights in the sky which turn out to be VENUS.
