I think it is higher than 3-4%, but still lower than 10%. My guess is around 5-6%. 3-4% seems strongly suggested. If one looks at the census numbers and one believes that gay men are less likely to be in same-sex couples than mixed-sex couples would seem to me to suggest a higher number than 3-4%. There is a higher rate of suicide and AIDS has taken its toll on the gay male population, so I think the ratio is a bit higher.

If 1% of couples are willing to admit to the government that they're same-sex couples then how is your low guess of 1% a reasonable one?

Yes, but that is 1% of the population of couples who consider themselves couples reporting thusly. Since the sandard arguement is that gays are less able to form and maintain relationships a %1 figure seems highly unlikely to me.
Remember you're disputing 3% or higher based on your original post.
What doesn't seem rasonable in these political discussions is to exclude bisexuals. If the aguement is discrimination is okay based on numbers (or lack thereof) then all the people who engage in a behavior should count.
