It seems pretty likely that they cannot stop the flooding.When the city is below sea level, and a storm like this breaks the levees, there isn't much you can do but let it flood. The water would be pouring in at too high a rate to stop with sandbagging.They have to wait for things to settle down. Then they can repair the levees. And then they can begin the pumping.Recovery will take a while.

I expect that it isn't very safe flying helicopters during a hurricane. Because of that, they probably couldn't do anything about the initial levee breach. By the time the storm has subsided enough to allow helicopters to be used, it was probably too late to control the flooding.

There is no point in planning, unless you are going to actually do something about it. To do something about it requires spending money. And that would make you a "tax and spend" liberal. The "give huge tax breaks to the rich and saddle our children with enormous debt" conservatives could never consider such a thing as planning ahead.

Nonsense. The feds have been cutting taxes.It's your grandchildren who will be soaked to pay for homeland security, the iraq war, the tax cuts.
