And there are lots of first-time posters who post to threads who don't do well.
As we shift towards opening things up again, I don't think closing off PNT to new posters is a good idea. I'm still of the opinion that going through PNT is the default for everybody, and "proven" people who request the privelege should be given a chance to avoid PNT when they choose to.

Can we limit a poster to one topic in PNT at a time? If they want to start another they would have to request that the first one be closed?
This would allow quality new member posts and still take care of concerns about spamming or shotgun posting.

Sounds like a good idea to think about, but I wonder if it would be a coding problem.
There's lots of little tweeks that are conceivable, but each one makes the works more complex.
I suggest you plug this suggestion into the Feature Requests and Suggestions Thread topic, where it hopefully won't get lost in the clutter.

Review of why we use the "Proposed New Topics" (PNT) process
The PNT process is used to try to get new topics off to a good start. That included limiting the number of contained themes to, at most, a focused few. We also want a readable topic - ie Not a huge block of text without any paragraph breaks.
The PNT process is also to get a quality, descriptive title on the new topic. This helps clarify the topic's theme, and keeps that them "up front". Alas, the "crappy title" contol effort has left much to be desired.
The PNT process is also to control topic redundancies. This is both that of multiple new topics of the same theme, and that of a new topic that is of a theme of another older but still recently active open topic.
The PNT process is also to guide the new topics into the proper forums.
