For your mum, put a teaspoon or so of finely ground leaf in a cookie's worth of cookie dough (the ready-made, refrigerated cookie dough works great), and bake as directed. Or collect stems from your friends and make tea: nice, gentle dose with the extra benefit of hydration.
No lung impact, longer and slower effect, less waste (up in smoke, after all...).
I introduced my father (who was borderline bipolar/schizophrenic) to herbal cookies when he was 60. An hour later, he looked me in the eye and demanded, "How long have you known about this!?" He soon weaned himself off antidepressants and cigarettes; his Psych was quite self-congratulatory.
