Actually, in monarchy, the king is not God but he plays God on earth. The head of the state religion (vicar of God) annoints him to represent God. He is indeed a god but not The God. The priesthood are nobility as are others who hold secular offices.
I got this from a bit of theological knowledge combined with: a vague understanding of Pre-democratic English Government, and a healthy dose of ancient Hebrew history as pertains to the establishment and succession of leadership (government).
Theology is the "science" which validates theocracy. It explains how a mortal human can be authorized to exercise god-like power over his fellows; i.e. how a man can become one with God.
Sound familiar?
Outside the context of theocratic government, theology has little value.
