He is not talking about making changes on your computer, but rather in your profile here at EvC.
Go into your profile at EvC.
Look at the first two lines found in the third section. The first is a checkbox asking whether to display using your timezone of the EvC Server timezone. If you have selected the first choice, use the timezone of your computer it should show EST on the second line.
To save your login state between sessions, look at line eight in that same section. You can check to have your login saved.
