Showcase and its predecessors have always been problematic, and I'd say all your comments are pretty much on the mark.
In a way, the problem of moderating a discussion forum is similar to maintaining civil order in society in general. For those who fall afoul of society's laws there is trial followed, if guilty, by incarceration with the possibility of rehabilitation. At this discussion board there is suspension, both temporary and permanent, which is analogous to incarceration, and then there is Showcase, which is sort of like incarceration and sort of not. Maybe it could be considered like one of those Federal minimum security country club prisons. But unlike prison it allows interaction with those on the outside. Maybe this isn't a good idea.
Society also endures a lot of unpleasant behavior without locking people up. In cities homeless people sleep in storeshop fronts, sidewalk preachers shout their pious wares, jaywalkers abound, etc. I think we put up with a fair amount here, too.
I don't know if there are answers, but I do know that we'll keep looking for them. If I ever finish my current project at work (it's taking up what used to be my spare time) I have some ideas for some automated improvements that would make Showcase superflous, but there's no guarantee they would work. If a discussion board somewhere solved this problem the idea would spread like wildfire and we'd know about it.
