A few suggestions.
Tack who's online at the top of the page and let it float as a seperate frame.
Tack navigation buttons in a seperate frame or the same frame as who's online so that they are always available directly without scrolling.

Test that for numeric justification. I wrote one once but could never get it to accurately right justify numbers, handle justification around decimals or center justify alpha entries in a numeric column for entries such as N/A or M/D (missing data).

I thought I made that clear? I was hoping you'd come up with a solution. I ended up having to drop out to a C program where I did the formatting and padding and bring it back in and it still never worked well.
Shucks. I thought I was going to learn some new tricks.

In a table there is still the issue of typing. Unless you can place some internal logic in the design to do formatting or create data types that are pinned to the column it gets very difficult.
For example, if you have the original example that worked it will not handle alpha entries such as N/A or M/D gracefully. In addition, most tables will be a mixture of material that needs to be left justified, right justified, decimal justified and centered. In a decimal justified column you also need to be able to handle the implied decimal, "." separators, "," separators and to logically tell whether it is a decimal or thousands separator.
It is not a simple programming issue and one that is elegant when finally done well.

One tack I've used successfully in the past is to define seperators in the header to be inherited. That way it's typed once. There are really only two choices there (unlike in date fields).

Actually I see the problem even in IE6 unless I go full screen. But the big problem is folk that give us these long topic titles.
Seriously, I can duplicate the symptoms in just about all the browsers including IE, Netscape, Firefox, Mozilla, Avant and Opera. Mazathon is the only one where I couldn't get the issue to happen.

Contrast between link and visited is too small. Can't tell them apart easily. Over all, needs more contrast.
