Some information is here. The link to the main paper is broken (or you can be sure I'd be citing that first!).
Lee Spetner claims that the specificity of binding never increases through evolution, while Behe made a major theme of evolving binding sites in his last book. This work represents a further - and direct - blow against both arguments.
