That was the title of the article. It is to be a discussion of the validity of the posters analysis that consciousness and the soul not being understood, is the reason no research can be accomplished.
It appears the article is suggesting that when consciousness is understood then we will understand how to study God and soul in a scientific fashion.
What I want to point out, is that not doing extensive research into data transference and cognitive functions of the mind: We will slow the possibility that can happen.
And then as a solution to gaining the funding for an all-out huge operation towards that end: would be to be honest with potentials discoveries about ourselves that understanding consciousness could unlock and explain.

But also: cure for epilepsy? Alzheimer’s?
Now it would be a sign of lack of belief if religious orders did not honestly believe God is real in a real sense. Therefore: learning knowledge about God is the most important thing in life.
The Books they are reading were written by people who actually experienced God and recorded it. Those recorders did not read a book to learn more about god. They looked for God around them in reality (and according to the text: found it.)
So the religious community could have science attempting to discover the same things they want to discover most of all, and they should fund it.
