Which group of people...(in general) republicans or democrats...would be most affected by a default?
The poor.
The rich hold enough wealth to weather the consequences of a delayed increase in the debt ceiling.
Thus the problem:
The pugs (= rich) have nothing to lose from playing their games (except seats, which is two years off and thus far beyond the four day memory span of the American public) and everything to gain (tax breaks for the rich).
The dems (= rich) also have nothing to lose from playing their games; they aren't a majority and needn't worry about taking blame for the fallout. What do they gain? They either get their way now or get to watch a lot of pugs go home in a couple of years and get double their way then.
Other than some feigned concern for the general welfare of the American people, there's no reason for either party to take this matter seriously.
So they don't.
