The vapor canopy is a creationist idea. Creationists do not accept the theory of evolution, and so they would not place the vapor canopy in any evolutionary time line.
Only some creationists accept the idea of a vapor canopy, and the idea has fallen somewhat out of favor in recent years. The basic proposal is that a vapor canopy existed above the young earth from the week of creation, so that would be around 6000 years ago. The waters from the vapor canopy fell to earth about 4300 years ago to form Noah's flood.
The idea of a water layer doesn't sound at all familiar to me from a scientific or evolutionary standpoint.
