We have a similar problem though not so much the governments fault.
When Slovenia got its independence from Yugoslavia, those borne in slovenia automatically got citizenship and other papers those who where not got numerous invitations to the county to get their papers in order. Thing is allot of people speculated that Slovenia would sooner or later be overrun by Serbia so they dint get their papers in order. After a while they found out they where "deleted" now they are trying to sue the government for deleting them, calling themselves the deleted ones. But technically they where not deleted their records where just not transferred to the new books because they dint go to the county to get their papers in order. S now 20 years later each individual case has to be rewived again, to see if actually any wrong was done to any of them.

Well you cant inform people that are unwilling to be informed. When we have a referendum the whole wording of the law being put on a referendum is mailed to every house and 90% of the time it wanders directly into the bin cause the people know what they are going to do because their candidate said they should vote in that way.
I actually skim the stuff they send to find the actual reason for the law, last time they wanted to change some stuff in the state run national television law. Both sides argued pointless stuff in the law, the actual reason was found in a little sentence that stated that employees of the state run radio and television company will not be regarded as public employees. Basicly that gave the right to give whatever high wage they wanted to the CEO or any other family they had working there. The rest of it was basically a way to get more funds in to the company to pay for these new outrageous wages. The bill was slameed down though 10% of the voters voted with 70% of them saying no because no one watches the channels they provide and so does not care what happens to them. 7% of voters read the law the other 3% belonged to the party in power lol the rest dint care to read the thing.

They don't do that around here. I think it would be a good first step, cuz it would at least help people like you, who are willing to read through it.
Well it does increase the cost of the referendum quite a bit, and even though its pointless to send to most, i still wouldn't do away with it. It at least gives me the hope people know what they are voting on.

Perhaps, in the technological age we live in, they could have a list where people can elect to receive the resolution via e-mail rather than snail mail. People would still receive it and do as they wish, but it should reduce the costs inherent with sending out mail.
Yea but then when something the politicians dont want on a referendum wont get the excuse that plagues so many voters referendums cost so much you just listen to your politicians they have your best interest at hart dong go collecting signatures to get this law on a referendum. lol
In reality if we had 1 politician that was wroth a damm just about everything would be on-line now. But we dont so untill someone looses it and whacks a few off will still have the same old power games played by them and no one will look at what is actually good for the country. We had early elections a while back and 2 parites that hate each other got 28% and 26% of the votes, and none of them can build a coalition to get 46 votes out of 90 to get us a president of rulership so we can get things moving. The guy who leads the party with 28% of the votes is my candidate he is a crook but at least he does something for the money steals. The guy who leads the party with 26% of the votes is an embarrassment for our country implicated in 2 major corrupt arms deals on trial for the past 4 years and yes the leader of the party that got 26% of the votes. The other parties got 10% of the votes or less they need more then 2,5% to get a seat, are having truble going in to a coalition because they dont get it that the party that got more votes has more say in the coalition a party that got 10% of the votes wants as many chairs in the ministry as the party that got 28% of the votes. Basicaly they are corrupt kids who cant decide who gets what portion of the candy.
The whole system of government could be done on-line but what would we do whit the hopeless useless bastards that cant do one thing right if their life depended on it you know the ones we call politicians.

Yea im a bit pissed at the moment cause of all the shit i mentioned above so im ranting a bit.

Huh? What is this a reply to? And how can all make a decision when only most have access to the tool necessary for making that decision?
Well the process should not be limited soly to the computer. Or have public libraries where everyone can use a computer.

No. For example, I think there are far too many issues that are put to public vote. I think we'd benefit by reducing the number of things available to vote on.
What would the benefits be?

Weird. Sounds like you're saying that informed people make better decisions for the good of all than those who vote soley based on what they think is best for them?
We had a referendum on pensions a while back raising the age at witch you are eligable for a state pension by 3 years.
An uninformed individual voting for what is "best" for them would vote NO as 80% did.
Thing is since the last time the age at witch the pension age was established the average life span rose by at least 5 years. Not to mention that the baby boom generation is the one that is getting the pensions now days and there a whole lot of them. Without a reform sooner or later the funds for the pensions will run out so instead of working 3 years more to get your pension you wont get one. Ok thats the worst case scenario, what will happen is a drastic fall in the money you recieve and a large part of it covered by tax Euro's, just so you dont die from starvation(yea we bastard socialist countries dont leave people to die if their luck runs out), forcing the new generation to have less tax money to spend on things like education or other stuff that raises the prosperity of a country.
