I too have a "cheer only" policy. (Disclaimer: I think I did jeer foreveryoung once but if I could find the post, I'd take it back.) I don't just cheer what I agree with though. I might cheer a post because it's funny or just because it's expressed well, even if I disagree with the content.
If I do disagree with the content, I'll either explain why or I'll shut the fuck up. I consider an empty jeer to be cowardly.
I'd keep the jeer button for the same reason that peacekeeping troops carry weapons - as a demonstration that you can have weapons and not use them.
