Job 38:22 calls both snow and hail "treasures", so it is clearly
not about the wonderful crystal structure. Verse 23 explains that God can use both snow and hail as weapons in wartime. That's the "plain surface reading".
As I said, I like your interpretation but it's only useful as a secondary interpretation. It doesn't suggest that the author of Job had any scientific knowledge.
