Here's a blog post by Jerry Coyne, on the same topic: Jerry Coyne is often described as a "militant atheist".
This is really a human rights issue, so much broader than one of persecution of Christians.

That does not require a theocracy. You could do that today with a home owners association (in a planned development project).
