The government guidelines had precisely the dramatic effects I described and that you're ignoring.
Based on the reaction of the people that I know, the government guidelines had very little effect on what people eat.
By contrast, when the media had some reports about "pink slime", that had an immediate effect.
I'm more inclined to think that snacking while watching TV has more to do with obesity than any governmental guidelines.

Think about it. Why would grocery stores be filling their shelves with increasing numbers of low-fat options if no one was buying them?
People were buying low-fat foods long before those guidelines.

Milk that had been available only in whole and skim versions became available in 2% and 1% versions.
Interesting.
I'm wondering what was in that product named "2% milk" that I was drinking 10 years earlier. And again, 10 years or more earlier, why was I able to buy "Ice milk" as an alternative to Ice cream?

The point is that the dietary advice against fat caused the food industry to make available increasing quantities of low-fat options as time went by.
The point is that you keep blaming the government.
There have been diet books and fads for as long as I can remember. And, as long as there are fads, the food industry will see that as a market.
You don't need government advice to have food fads.

This would imply that replacing fat in the diet with carbohydrates would be a good weight reduction strategy, but most people's experience says this isn't true. I propose that this is because most people end up replacing fat in the diet with *refined* carbohydrates, which are very difficult to avoid in the grocery store these past few decades.
That sounds about right. Fat has more calories per ounce, so cutting them should help cut calories.
Yes, it is hard to get unrefined carbohydrates, though I try. If you look hard you can find some, though it might be a mixture of refined and unrefined. Keeping the balance toward the unrefined is not too difficult. But you do have to look at labels.
I also avoid artificial sweeteners. My suspicion is that they pique the appetite which can stimulate over-eating. Learning to tolerate feeling a little bit hungry also helps with weight control.
I never worried too much about there being some fat. I mainly look at food labels to avoid added sugars and excessive sodium.

Personally I think a lot of the obesity and increased incidence of diabetes and allergies can be traced back to the changes in the food provided by big ag and the big food companies.
It probably has more to do with the invention of the refrigerator and the television set.
