As far as encouraging "white" births...I say we should ask ourselves globally if we should encourage any births---given the current global population.

Perhaps we the people need to focus on ourselves this next year and not be so nosy meddling into the affairs of others.

Birth Control
I'd say that the cellphone--among other modern gadgets---is a great birth control device. If people can get the warm fuzzies simply by texting each other,they never get close enough to reproduce. This explains why poorer people have higher birth rates. They stay home more and dont have jobs in order to afford cellphones.
