For some reason, the commentators manage to not only miss the point, but infact blow the point to smitherines. and put the pieces into the exact opposite direction.

Fact!
Another fact is that James, the brother of Jesus was anti-nationalist.
In Acts 15:16-17 , he choose to quote a controversial set of Greek Old Testament verses from a Septuagint-like text-type translation.
The Septuagint says this (understand this is an English translation)

Amos chapter 9
11In that day I will raise up the tabernacle of David that is fallen, and will rebuild the ruins of it, and will set up the parts thereof that have been broken down, and will build it up as in the ancient days:
12that the remnant of men, and all the Gentiles upon whom my name is called, may earnestly seek me, saith the Lord who does all these things.
The (NIV translation of) standard Hebrew says this
quote:
Amos chapter 9
11 In that day
I will restore David’s fallen shelter
I will repair its broken walls
and restore its ruins
and will rebuild it as it used to be,
12
so that they may possess the remnant of Edom
and all the nations that bear my name,[e]
declares the Lord, who will do these things.
The Acts 15 text of the NIV says this
quote:
16
‘After this I will return
and rebuild David’s fallen tent.
Its ruins I will rebuild,
and I will restore it,
17
that the rest of mankind may seek the Lord,
even all the Gentiles who bear my name,
says the Lord, who does these things’
18
things known from long ago.
(In the Greek, the Acts 15 words are the same as the Septuagint except sentences are in a different order.)
If your Bible (whether NIV, KJV or whatever) seems like it is contradicting itself, then it is because it is.
As for James:
This verse choice wasn't an accident.
It was a deliberate anti-nationalist statement to quote THOSE verses.
No wonder the Jews killed him and threw him off the Temple in 61 AD.
The Roman Catholic church (as protestants do to this day) considered James and his followers "heretics" during the second century (on), but James (and the apostles) demand that gentiles eat kosher didn't stop Jews from feeling that his views were STILL like 99% contrary to their cherished law and Temple.
He sure wasn't in favor of borders. The Idumea issue (of the 1 century ce) or transJordan issue (of the 8th century B.C. of Amos), or the Negeb issue (600s BCE or even 700) wasn't of any concern to James except to erase all borders. Not to retake land from others.
James supported the larger Pax Romana but the Jews in Jerusalem apparently did not.
