I believe the mistake reflects an attitude about Puerto Rico and the US Virgin Islands that is a bit more nefarious. Trump may be ignorant, but his ignorance never falls on the side of treating certain folks as real Americans.
All of those folks are U.S. citizens, and they only have one president. Just like every other U.S. citizen.
Yeah, maybe Trump meant governor. But his racist nature would not let him get it right.
