IMO, that snap election called by Theresa May really undermined things. It necessitated having to create a coalition with that fringe party in Northern Ireland and also diminished her government's position in the eyes of the EU.
Her own party is split too into hard and soft Brexit with 'soft' meaning they're mostly remainers. The snap election made sense at the time, she should have won with a landslide, no-one predicted the result before it happened.

It's murky and grey. It's not really about the law, referenda are purely advisory, but politically they can't be ignored. One view is that the decision to sign the final deal should be put before parliament and if parliament votes against, it would go to another referendum.
Others say that the final deal should be put to a referendum anyway as no one knew what they were voting for in the first referendum.
The government wants to do what it sees fit.
It's all about how many votes the government thinks it can get.

It's a political impossibility. We went to war with Argentina because an island everone here thought was off Scotland with a couple of hundred Brits on it was invaded and they wanted to reamian British. It would only be possible if the majority in NI voted for it. Even then it would be bloody.

The EU needs to be careful; one way of ensuring that the UK won't vote to remain (if they get the second chance) is to be the arrogant bullies that most here think they are. We'd rather stick two fingers at them and declare splendid isolation again. Create an offshore finacial state with low taxation and suck cash out of Europe.

The view is that a no-deal Brexit would not pass parliament but the current deal probably won't either so there's an increasing possibility of a slightly tweaked current deal being put to the people for us to decide for them.
Whether that referendum also offers no-Brexit choice and how it's worded will be another massive battle.
But maybe that's just wishful thinking, no-one actually knows.

The fun bit is that there is no majority in Parliament for any of the options - including no deal - but there's a sufficient minority to veto any and all of the deals.
It's a Mexican stand off which I'm hoping will result in a referendum simply because they can't decide. Preferably with an option of 'ah, stuff it, might as well carry on with what we've got'.
