There was no flood until very recently. It's increased a lot in 2019, due to many factors including fear that it's now or never.
Note that the top chart is monthly and the bottom chart is yearly. In 2019 to date the total is greater than any yearly total in the last ten years.

What flood? From what I’ve read illegal immigration through the southern border is historically low right now. It’s just Trump playing to his xenophobic (and often racist) base,

Mitch McConnell is not in the House. He's the Senate majority leader. And the man who is ensuring we do nothing to protect against Russian hacking in 2020.
I wonder if that is connected to the fact that Russia supports Republicans.

Almost certainly illegal; the number one principle of contract law is that there must be an offer and acceptance. A contract cannot be forced unilaterally.

Obama never had a policy of separating families just because they crossed the border. Nor did he have a policy of incarcerating all crossers. There were rare cases of families were separated because it appeared they were not a family or the parents were incapable of caring for them.
That doesn't even approach the cruelty of Trump's across-the-board zero humanity policy.
