I'm not seeing your claim in any definitions of that emblem. Do you have any sources that say the emblem's meaning is changeable over time?
Actually the symbol is still used in Russia today. The Russian national airline Aeroflot continues to use the emblem. Also it is on the flag of several federal districts in Russia. So yes the Hammer and Sickle are still associated with Russia. It is no longer an exclusively communist symbol.
