My woke mind drew the connection when I saw that Elijah Cummings is black and that he represents a black majority district. Context matters.I drew the connection when he told four members of Congress who were members of minority groups to go back to where they came from, was told that this was seen as racist, and then turned around and repeated essentially the same thing to another person of color.Not only does context matter, but, to repeat, when someone is called out for being racist and does nothing to try to understand why it would be seen as racist and then continues to engage in the behaviors that are seen as racist, that make him a racist.- I know what he's saying. He's telling Cummings to shut up, and he deliberately chose offensive, insulting, and provocative language to do it. That's what he was saying to Ocasio-Cortez, Pressley, Tlaib, and Omar: he was telling them to shut up and he deliberately chose an offensive way to say it.He doesn't have to tell people to shut up. Yes. Being racist doesn't mean you can never attack whites, only that you do so very rarely. There he was just being a lying asshole. New Hampshire and many other areas have drug problems, but not the entire state.

And the fact that Elijah Cummings himself referred to that Baltimore district as "drug-infested" also means nothing. Nor the fact that the black mayor of Baltimore was appalled at the smell of the rats there. Well that's just another of those unsubstantiated accusations trying to hold Trump responsible when he's not. The government of the city is responsible for the conditions in that district and they've received billions of dollars in aid to fix it, so where did those billions go? Obviously not to fixing the problem.

He represents the people of Baltimore and therefore has responsibility for what happens there. Cummings is not part of the municipal government, he's not even part of the state government. That's like saying trump is responsible for the conditions there because he represents the people of baltimore as the president of the united states.

He was at least part of the state government because he was asking for federal aid for this very problem back in 1999. Trump identified him as responsible for the conditions of Baltimore NOW and nobody has argued against that.

The billions of dollars went where they were allocated (by the Feds), and not much of them were allocated to fixing the problem areas. (On average, Cummings' district is quite well off) .
