The billions of dollars went where they were allocated (by the Feds), and not much of them were allocated to fixing the problem areas. (On average, Cummings' district is quite well off) .

The money represents federal grants sprinkled across 75 services with the biggest amounts paying for HIV treatment services for people without health insurance, permanent housing for the homeless and reducing tobacco use by pregnant women.
That total includes $40 million the federal government awarded as Community Development Block Grants, flexible funding that allows local governments to deliver housing renovations, economic development and recreational facilities to low-income neighborhoods. It’s a program Trump wants to eliminate.

Note the last sentence Seems the Republican solution to every problem is to defund or eliminate the people that address it.

Those are the main points, and I included a link.
The Feds decided most of the allocations. Way oversimplifying, by far the biggest chunk of the money went to John's Hopkins and Maryland Universities. After other and worthwhile allocations, over the last two years the City of Baltimore got $380 million for operations and 75 worthwhile programs. Improving the poor sections got $40 million (decided by the Feds). Trump's wanted to get rid of that expenditure. I don't know if he succeeded in the bill he just signed.

And you know this how? It didn't eliminate the problem, but perhaps it ameliorated the problem. Blame the Federal Government for not allocating it properly or not supplying enough. Of course if Trump had his way there'd be no money.
Remember you said:
so where did those billions go? Obviously not to fixing the problem.
You now know where most of them went at the direction of the Feds, and it's not at all obvious the small amount allocated to fixing the problem didn't help.

While slamming critics, Trump says his words 'bring people together'

Trickle down economics has been tried many times. Nothing trickles. The rich get richer and the poor get poorer.
In Kansas it failed so spectacularly that a Republican legislature overrode a Republican governor's veto to raise taxes significantly.
Trump’s tax cuts had no noticeable effect on the economy. It was growing before and continued to grow at the same rate after.
Circulating money helps the economy. Money in the hands of the majority of Amer, not just the 1%.
