Presumed innocent does not mean the accused has committed no crime. It just means he hasn't been convicted yet.

You're old enough to understand tenses. He has not been impeached in the past but that does not mean he will never be impeached in the future, nor does it mean he will never be charged with a crime after he leaves office.
