Trump can’t be charged because he’s President. That doesn’t mean that he isn’t guilty or that he has been exonerated. It means that he can’t be charged even if he is obviously guilty.

No, the point wat to gather evidence for the House, so they could decide whether to start impeachment proceedings. The House decided not to, but that’s because the obstruction was largely unsuccessful and because the House needed a really strong case to get past the Senate.
