One slight correction:

But the private sector will go wherever the money is {this quarter}; if they can make more money by putting every atom of carbon into the atmosphere they'll do that; and if they can make more money by shipping all of our "recycling" to Asia they'll do that.

The Private Sector is solely concerned with the short term immediate return and never considers the longer term costs.
